Tagmo can read just about any NTAG but the Switch is a lot more finicky as far as formatting the data goes, and for whatever reason Chinese phones have that issue.

I have the most recent tagmo and using a Samsung galaxy 9 plus phone. Did you download the separate locked-secret file? Tagmo uses both of them separately — redownload the locked-secret files just to be sure, and then find it through Tagmo in your Downloads folder. Also be sure that both of the files are placed on your internal storage of your phone, not in an SD card. Tagmo is weirdly peculiar about that.
